9N carb rebuild

Boy do I need help. I have a 9n that is completely original,(Save for battery and fluids)and ran like a top. While plowing snow it decied that it would start to cut out and could only be kept running by chokeing it slightly. (Had a ladies scrunchie around the choke all winter!) Even then the govenor would cycle. I took the sugestions of a local whom stated carb needed to be rebuilt. I did so and have the same results with a new frustration. It leaks gas out of the intake like crazy. I have pulled the carb twice since in a effort to get the needle to seat but am having no luck, and it still runs rough.
Should I just order a new carb. if so should I update to a different carb? local dealer insists the 9N all leak like this, I find it hard to belive. I also belive fuel flow is adequate as it is leaking while running but still wants choke.
