dexta governor adjustment

I have a 1962 fordson dexta 4cyl gas.It was missing and stalling like it was starving for fuel.I installed a new fuel pump kit,a new carb kit (zenith 28G).the tractor runs but when the throttle lever is opened it just idles,if I pull the adjustment screw for the governor linkage?(located behind the carb)down the engine revs up ,push it up it idles down.I,m not a mechanic,but it seems to me the governor needs an adjustment.I can see that the linkage from top of the engine to governor? is threaded. Can you adjust the govenor here ? Am I on the right track in thinking this is the problem and if so how do I correctly adjust the govenor?
