An easy answer is it is worth what ever someone is willing to pay. More detail than that is difficult to say but I will give you my opinion.
First off, 1923 is not a very rare year as many many were pumped out of the factory in the mid 20's. Saying that, if it is 100% original, with fenders, and very nice professionally done paint, I would say right around $3000 is fair. Without fenders delete at least $750. If it has a non-original carb/manifold setup delete another $700-$900 depending on what is or is not there. If it is a brush paint job over dents and grease, delete another $250. If it has a belt pulley, working after-market govenor, or a working after-market mag drive I would add about $100 for each one of these. Also any other odd aftermarket attachment can add $$ as this makes the tractor a little unique in a crowd.
Whether it is on steel or rubber can be debated if this adds to or deletes from the value. I personally prefer steel, and feel cutdowns, or F&H round spokes even with new tires makes it worth less. Other people may feel differently, as many like to have rubber as it is easier to parade and trailer. I just think it makes and old tractor look to new.
Again this is my opinion of what a 1923 would be worth here in central PA, to someone else or somewhere else it may be worth alot more or alot less.
