Model F, Tow or not

Thanks all for help!
can I tow start a Fordson model F, I have checked all suggestions and still can not start on crank. it will run for about 2 seconds then stops. Also there is a bolt {obviously not the right one as it sticks out about 2"} At the lower left of the float chamber under the needle jet. What should this screw/bolt do? I have had carb, manifold etc off and replaced all seals and blown through everything with airline.Am getting big muscles though!
Cheers from Yorkshire, England. John (by the way, we have cases of Foot and Mouth on all farms around us now so we are keeping our fingers crossed it misses the farm we live on as we will be locked in if confirmed here}.

alright there regarding towing definatly dont do it sometimes it will start the tractor other times it will smash the worm and wheel in the back end to pieces not pritty.
