Fordson Major Diesel Gear Oil Leak

I have a 1953 FMD that I am restoring. I'm having a problem with gear oil moving from the gear case to the rear axle housing, ultimately bringing the rear axle housing up to about one inch above the high level mark. This causes the rear axle seals to start leaking and oil drips on the tire rims. Both areas use the same oil, but are at differient elevations, with the rear axle housing being lower. I had the tractor split and the seal on the staft that drives the rear wheels replaced, but it still leaks. I takes about 3-4 days for it to equalize without adding any oil to the gear case.
Does anyone have any suggestions that might lead to a correction? Is there another path for the oil? could the new seal be defective?

Hi
Did you also replace the seal on the PTO drive shaft?? You dont have to split the tractor to do this. Take the pto gear housing of (where the pto lever enters the transmision)

In most of the cases the PTO seal is the problem.
I think changing the seal will help.
