Question about steering wheel free play

The steering wheel of my -55 Major Diesel has a free play of about one quarter of a turn or a little under that. The slack is in the steering gear. Is this amount of free play acceptable? The tractor is under repairing and I've never drove it yet so I don't know. I ask now because it would be easier to fix it now when the fuel tank is off. How do I fix the problem? The repair book told to remove shims under the side plate of the steering box but there weren't any, only one gasket. All help will be appreciated.

There are also shims where the column tube bolts on the top of the housing. These need to be adjusted to take up looseness in the worm shaft bearings before adjusting the side plate. There is a good possibility that the bearings on the worm shaft and in the worm nut are bad. Mine had more water than oil in it!! A pretty expensive repair if you have to replace the worm and nut assembly but all the balls are easily and cheaply replaced.
