Case 220 clutch help needed

I have a good friend who has a Case 220 garden
tractor. He dis-assembled the clutch mounted on
the horizontal shaft that comes out the front of the engine. He is having trouble getting it back
together. It seems he has to apply a huge force to get all the wave washers and belleville washers to compress far enough to get the snap ring in the groove near the end of the shaft.

Any suggestions? Thanks VERY much!

I have a Case 442 circa 1969 that I've owned since new. It developed trouble early in life with the snap ring on the clutch pack. It would not stay in the groove. I machined a collar out of solid steel stock to fit over the end of the shaft and be secured by the fan bolt. This enables the fan bolt to pull the collar into position. When the fan bolt is fully tightened, the collar is flush with the edge of the snap ring groove. This makes the clutch easy to assemble, but I haven't had any service problems with the clutch in 31 years, although I've had to replace the original steel fan with a plastic one.
