Briggs 16 HP valve seats

Is there any way to keep the valve seats from coming out of the block on a 16 hp Briggs engine. Staking them only lasts a short time.

I manged to fix my old 16HP twin in the following fashion:
I got some oven foil and folded it up and then hammered the seat into the bock with this as a shim. I staked the block around the seat and it's lasted 2 years so far. The engine is way past it's best but just keeps on going.

Staking the seats if done right seems to hold up pretty good for a while. The down side is if it wasn't done right the first time you're done, it's short block time . Another reason staking doesn't hold is you did'nt fix the cause the first time IE: overheating, maybee if you can elaborate a little more on the history of the engine, problems and repairs?

The engine ran fine for 10 + years, it spit the seat, I took it apart, we found a larger seat froze it heated the block and then staked it.
This seat stayed in for one mowing season and it came out. The engine would run on one cylinder when it spit the seat, not good but would run.
I was hoping for another idea for a fix other than the short block.
