Engine idles good ,when You move speed control to run it speeds up some, when You engage blades and transmission it accelerates a littlemore, but if You move governor arm that is attached to spring and push it engine will rev up .What causes this to happen, the arm the spring attaches to and the control cable hooks to has about 1/2" play in it.Thanks Dave Beck

Check to make sure the throttle cable is pulling to the full throttle position.
It would also help to know what engine you have and if the choke is incorporated in the throttle or is it a seperate knob or lever, also give make and model of machine.
Did this happen all of a sudden or has it deteriorated over a period of time. Have you done any work to it recently.

This is a Tecumseh 12hp overhead valve. It has the choke incorporated into the throttle. It is an X L on a Murray 38" lawnmower.I checked all the l
inkage and checked carburater everything looks ok
I just had this mower given to Me so don't know how it started ,I know the gas was in there a long time from the smell of it.

Not real familiar with that model engine but here's a few things to try:

Where the governer spring attaches is there a tab or an adjustment screw? The more tension that spring has the higher your engine RPM at full throttle. To tighten the spring you may have to bend the tab, tighten the screw, The linkage may also have a set of holes you can move the spring to [note, the holes generally change gov.
sensitivity more than speed] Before you start take note how everything is set up in case you get lost you can go back to the begining. Be careful it does'nt take much tension to raise your rpm. Do it in small increments to raise the rpm checking each time with a vibra tach or inductive tach..
Most small engines run between 3400 and 3600 rpm at full throttle.
