8HP Briggs Under Repair

I am working on an old Bolens tractor and enjoying the project. The engine is model 191707. Despite the best adjustments on the carb, it wont run for long. It leans out and usually takes a carb cleaning to start again. What I have done: Cleaned carb, new gas, installed a automotive gas filter in line. Questions: Does the idle valve assembly tube have to be in contact with the needle mounting in order for the carb to work properly?
What is the expected compression ratio for this engine?
Is it possible to replace the point(s) and condensor with an electronic ignition and magnitron.
Is there anything obvious that I have overlooked in my joy to wrench around?

Doug -

I put an automotive filter in the gas line of an older Briggs Model 19, and the gas would not gravity-feed through fast enough to feed the carb. I went back to the auto parts store, the guy said that filter was for pressure-fed sytems only. He sold me another one that worked fine. Just one thing to check/try, and it only cost $1 or $2.
