Charging circuits on small engines are designed to work only partial to fully charged batteries. A flat battery will have too resistance to take enough current to charge the battery. Before you replace the charging circuits in your engine try a fresh fully charged battery. The charging circuit should charge the battery at least at 1 ampere or more with the engine running at full speed. If the battery is 3 or more years old get a new one. They are cheap enough at places like Sams Club.

I would start with cleaning the contacts like where the ground connects to the frame. Then where the leads connect to the battery, make sure that they are good and free from any oxadation. If you have a trickle charge generator connect that next to recharge the battery. Bob
