Electric PTO for JD 317

I just rebiult a 317 and when I engage the pto the tractor engine cuts out like it is losing electric power. Anyone have any help as to why this is happening?

Possible short in the wiring harness? Maybe even the coil in the clutch. My coil was potted in epoxy and what looked like sand! Over the years, it disintegrated, allowing the coil to rub on moving parts. New clutch was rather expensive, so I took old one apart, threw out the old aluminum wire, figured out how many turns there were, and rewound a new coil of the same dia. copper electric motor wire. Potted it with two tubes of epoxy from the hardware store. Working fine over four years now!

Could it be a safety switch open, such as mower deck or seat switch?
