Buying IH 154 Cub Lo-Boy

I recently found a 154 at my local equipment dealer. The unit has been sitting since last July. He says the owner had the engine rebuilt but he said the last time he started it he had to have the governors wired open to get it to start and run. What kind of problems might I be dealing with? I have never owned a Cub before. Any tips for buying this one. The condition seems to be fair on the unit.

My grandfather has a regular Cub and a 154 Low-Boy.

He has rebuilt the clutch in the 154 twice in the last 10 years, and it was acting up once again last summer. The last time he had the dealer do it, and it looks like it didn't last any longer than the time he did it. It is a big job, and he recommended to me to stay away from the 154 style and go with the 184 model that has a different clutch.

Just my .02 worth before you buy.
