Garden Tractor Engine Repair

I took apart my fathers 12.5 hp Briggs and Stratton vertical shaft engine because of clunking/jam up. Engine looks in good shape except a broken connecting rod at the lower bearing. I think somebody didn't tighten up the cap screws after some maintenance - failure must have happened at low rpms because I don't see any other damage. However, I can't seem to get the cam shaft all the way into the upper bearing. I can't see what's preventing it - do I have to compress the valve springs to pull back the followers, or is there a position on a 1-cylinder engine that I should be able to get the lobes to clear? I've never been much of a small engine mechanic, but according to my 90 yr old mother, the lawn tractor was a source of frustration for Dad before he died, so I am determined to beat this thing just in case there is a Heaven and he's watching me..... ..... ...

Best bet is to compress the springs and pull back the tappets. Also I would have the crank checked by a machine shop just in case. It is highly likely that it has some damage that is not visible to the naked eye.
