I just changed the starter ring gear on the flywheel of a 1 cylinder Briggs. Inside the flywheel around the magnets was a substance, I thougt was dust and it was chewed up pretty bad so I cleaned it out. Does anyone know if this is supposed to be there and if it's not will it affect anything. Thanks

Was the substance dust?? That area typically fills up with crud every time I take one off I blow them out with compressed air. As for affecting performance the magnets on the inside of the flywheel simply activator the stator for the charging system. Maybe you scraped off some of the glue used to hold them magnets in. (Don't worry they seem to use enough and then some.)

If the charging system is working and you haven't heard any strange rattling sounds you should be okay.
