Cub Cadet 149 Loss of Power Under Load

I have a 1973 CC 149 that I recently had rebuilt (new gaskets, piston, rings, vlaves...the works). The tractor starts right up and sounds great (no leaks or smoke). However, when I engage the mower, it's seems very sluggish even in short grass. Does anyone have any advice? Thanks,

Check to see that the governor is adjusted properly. When under a load you should hear or feel the governor kick the throttle plates open. You can adjust it by loosening the clamp at the governor arm (that connects to the carburetor), turning the governor shaft counter clockwise ,hold the shaft in that position and have a friend/helper pull the top of the arm away from the carburetor. Now, while all that's being done, tighten the clamp on the arm back down. Also, check that the spring between the throttle cable pivot arm and the governor is in the correct holes. IIRC, it should be in the hole 2nd from the end on the throttle pivot arm, and 3rd hole from the end on the governor arm.

Thanks for everyones help. Jeremy was correct, the govenor was out of adjustment. After I adjsuted it propely, it works great.

Try adjusting the card high speed setting. Do it with the pto engaged.
