i got a 102 cub. the belt on the deck keeps running under the idler pully. a brand new belt looks like its been on there for many years. i just got it and dont know much about them. is there a way to lower the idler closer to the deck. or is there something else that needs to be done.

Likely yer idler pulley has a worn bearing, or the arm pivot bolt is worn. The idler is supposed to be under spring pressure, too, to keep it against the belt. Those springs sometimes break. It is located at the pivot bolt.

Another likely possibility is that the center spindle bearing is worn out, leading to slop there that allows the belt to walk off that pulley. Pretty common.
