Brake problems/can't stop/ran over mother's flowerbed

The brakes on my JD stx 38 have never worked right. I have put in new pads and shoes put they still won't work. When you press the brake pedal down nothing happens. Then you have to reach down and pull the brake pedal back up. They also never release fully, so loading it up on a trailer is a nightmare. any suggestions before I run over anything else.

Get out the service manual and get those brakes adjusted right away! Lawn tractor brakes are a joke anyway, but it won't be funny when you chop off somebody's leg.

I have already tried that. They refused to release
after I adjusted them. Even had a good friend who is a JD mechanic come and adjust them. Had the same problem.
