Isuzu 3LB1 Diesel Engine

Does anyone out there know about the Isuzu 3LB1 Diesel engine. I bought one for a home made tractor and I want to know how the governor works. The engine I have has two levers on the side of the injector pump. One connects to a big red knob that is probably the throttle. There is another lever with a big H stamped on it with nothing connected. I am guessing this is the governor. The owners manual does not say anything about these levers. I have not started this engine yet but was hoping to find someone who could tell me what this is all about before I blow it up. Any help would be appreciated.

Most generally speaking with diesels, the outside lever is for controlling the engine speed and the inner lever is the fuel shutoff. To adjust the govenor, you would have to go inside the pump.

Most Diesels don't use a govenor, govenors are mainly used on gas engines.
