Cub snw blower belt comes loose

I have a cub 782 w/ a cub blower on it.The belt comes lose after a whole and throwes it or burns it up.I thought that the 4 nuts on the front plate w/ the slotted holes,if thighten would keep nthe belt tight.But even w/ thight the hole thing will move up and down when turning the belt adjust knob.I took one nut off and discovered that the bolts have spacers that won,t allow the washers to lock down on the slotted platre.Can anybody tell me how to keep the belt from coming loose?
