Cub Cadet 109 mech. clutch stuck/hydro oil questions

My Frankenstein 109 was brought back to life last year after sitting idle for years. I got a service manual and got most things working again but the manual is only so helpful.
The clutch is always on so when I start it the mower deck is going also. I had taken the clutch off, replaced the springs but have the same results. Is the clutch supposed to sit idle when the motor is on? The clutch is mechanical without a brake.
The flywheel is attached to the clutch housing, when I had the clutch pully off, the ribbed cup housing which it sat in turned with the flywheel. Do I need to take everything off the crankshaft to loosen everything up? I have no blow-up diagrams of the clutch assembly that would help me. My other question is how do you drain, check and fill the hydralic oil from the hydrostat drive. I have replace the filter, gotten some oil through the one of the top ports but nothing is obvious to me at this time. Thanks

DJ, I take it the springs you are talking about is the 3 little ones on the thru bolts that push the pressure disc back when disengauged? I don't know why but Cub seemed to have a problem with those models and the PTO> I tried to convert some with the brake to the older style and they all wanted to coast. If I put the pto on an older model it would work fine. Go figure. Double check the pressure spring adjustment and sand the metal facings of the pto so they are clean and make sure the pto spring is not touching the end of the crankshaft when you disengauge the pto. You can tell this if you take the pto off and the end of the crankshaft is shiney and has a circular mark in it. And I know I'll catch you know what but I change my fluid and filter every two years and I use Type F auto trans oil and never, ever had a problem.

The PTO clutch should have a lever that pivots off the frame and depresses the center button of the clutch' and disengages the plates, which also are the "ribs" you speak of, from the pulley part of the clutch.Go to ihcubcadet.com and click on the forum, then on the faqs, I beleive there is clutch info there. On the hydro, you have to pull the rear cover to drain the Hytran. Clean the mud out of the bottom of the cases while you are in there. Get a new gasket for the cover. Fill it through the rear plug to that height. Fill it with genuine Hytran for best results.
