Cub Cadet 1541 weak hydro unit?

I recently purchased a used cub 1541 and on level ground to mild hills, everything works quite well. However when I go up hill say a 30 degree hill, I need to push the speed lever all the way forward in order to get it to go. I also have a cub 1250 and it with that I could creep up a hill.

Another example, the concrete slab in front of the garage where I keep the tractor is about 4 inches high. I can't creep over this with the 1541, even with full throttle, unless I move the speed indicator to 5.

This spring I changed the hydro filter and the fluid with a cub filter and the correct fluid, so I am not suspecting that is the problem.

Jim, don't know about your cub tranny, but I got the same problem with my new John Deere L120. The new hydro's just don't seem to have the same power as the old ones :(.

My L120 seems to be fine a real stump puller,I mow up a 30 degree inclive, maybe a little more, the thing races up the hill, even pulling a loaded cart, and starting from a complete stop half way up the hill.
When empty it feels as if the front wheels get light going up.
