6 HP Tecumseh with a strange problem

Attention all you small engine experts,

I am working on a 6 HP Horizontal Tecumseh on a 1972 Troybilt tiller. I replaced the coil, points and condensor in addition to a carb kit etc. With the engine cover off and turning the flywheel by hand, I can hold the bare plug wire and get a nice tingle of electricity. This tells me all is working well under the flywheel and the magneto is producing juice.

As soon as I put the cover on it, tighten the bolts down and yank on the pull start, there is no juice in the spark plug wire. It is obviously grounding something out. The cover is not touching the plug wire or the kill wire(which is also new).

Can one of you guys explain this "feature" to me. I have never seen the likes of this before.

Would appreciate any insight into what might be occuring.

use an ohm meter and check plug wire may be breaking down when it is bent over by the shroud .
