Deutz/Allis (Simplicity) Question

A friend of mine has a Deutz/Allis 612, (I believe that's the model number,) which I've been told is the same as a Simplicity 5212. It had sat for a year or two, and this winter she had a guy overhaul the carburator, clean the gas tank, change fluids, etc. The tractor then ran good, except sometimes now the motor revs, and it has started to backfire when you shut it off sometimes. The revving doesn't happen all the time, sometimes you can mow and it will run great. Sometimes the revving will only happen when the mower is on, and other times it is only when the mower is not operating. The backfiring doesn't happen that often, and just started recently. Anybody have any ideas what could be happening, and how to fix it? I think it has a 12 HP Briggs & Stratton. The guy who worked on it last winter said the compression was pretty good, but I haven't tested it. Thanks in advance for any help you can provide.

Check the govenor linkage and make sure the spring is attached properly.
