I found this while searching for info, in reply to what sounds exactly like our problem...first, could this even apply to a Ranch King/MTD and if it does, what do I do to solve the problem described? "it might be that the starter gear is hung in the flywheel ring gear causing the engine to seem locked up..... .it is a good possibility it is locked up either on the rod or in the cylinder."

take out the spark plug and see if it will turn over. I have had them with oil in the cyl, and once o blew it out i had no problem. but if it continues you have oil by passing the valve amd this needs to be addressed.

I'm sure you've determed it isn't an implement problem (mower deck belt or 2x4 chunk) that is preventing engine from turning freely. If your starter gear is worn badly or even goodly, these can usually be flipped upside down, reinstalled and used for another 2 zillion starts. Dave

The plastic starter gear can easily become worn, and when it engages(tries)the teeth mismesh with the flywheel teeth causing the starter to work much harder(slow hard cranking)and draw much more current.(hot starter)Then the gear will jam,and not drop back away from the flywheel. There is a plastic cap over this gear, just ahead of the dipstick on 10-14hp Briggs singles, held in place by 2 screws, removing this cap will allow you to see whats happening. Also if not stuck badly, turning the engine"back" with your palm on the top screen, will sometimes cause gear to pop free.If gear needs replacement.they are a very common BRIGGS item which any "mower" shop "should" have on hand.Cost should be appx $5 retail.
