hard to start i think the decompression is not working wright. how do i check it.

The valve clearance has been set incorrectly. Turn the engine to top dead center on the firing stoke (both valves closed and then turn it just a
little farther and then adjust the valve clearance
on both valves. This should take care of your problem. A 16 hp Tecumseh should have ajusters on the lifters which you can adjust after removing the valve spring chamber cover.

it should raise the exhaust valve some .050 on compression stroke near tdc while turning engine by hand. you can see the exhaust valve thru the valve cover ,with the head off, thru the sparkplug hole maybe or by looking into the exhaust outlet.. lucas

Cam gear, centrifigal force lowers the mechanism that opens the exhaust valve. Once the engine reaches 250-500 rpm, the engine then the exhaust valve will seat completely.
