1450 Cub Cadet Problem

I have a 1450 Cub Cadet tractor with a 14 hp Kohler engine in it. With a good battery and the spark plug out it will turn over like it should very easy. With a good battery and the spark plug in it will not turn over maybe every five times it will turn over what could be the proplem? Also while it is trying to start with the spark in and don't turn over it will make like a winding noise under the dash what could that be?

FYI...Through this forum I was recently made aware
of the ihregistry website. Lots of Cub owners with tons of helpful info. I just recently aquired a Cub 1450 and these guys have helped me out tremendously. My Cub was puchased from a family where the owner had passed on and the only thing I did not get were the operators manuals. You could have one of two problems. First you could have a bad starter. Second, has the engine been overhauled recently? If it has the clearance on the exhaust valve may have been set incorrectly negating the action of the compression release which makes the engine crank easier during starting. The spring which swings the decompression release weight on the camshaft could also be broken but this is the most unlikely
cause. To check the valve clearance, remove the cover from the valve spring chamber. Then turn the engine crankshaft in it's normal rotation until the piston is at top dead center. Next turn
the crankshaft about one eighth of a turn more and then check the valve clearance on both the intake and the exhaust valves. If the exhaust valve clearance is set to wide the compression release cannot bump the exhaust valve off its seat which releases the compression during cranking. If you have to you can remove the head and watch the action of the exhaust valve as the engine is slowly turned over.
