11 hp Briggs I/C governor

My throttle only has to move a tiny bit to go from idle to reving above 3600 rpm. I don't know much about governors, but I'm assuming this means the governor is bad?

Is the governor the only way to limit the engine rpms?

Is this a problem that could maybe be corrected by adjusting the governor? (I've seen the adjustment described where you move something to full throttle position and then tighten the clip. I will try that if an adjustment may help.)

You need to try to adjust the govener first. To adjust, without the engine running move your thottle lever to the full position. Make sure the throttle shaft in the carb. is wide open against its stop. Now lossen the clamp bolt on the govener shaft lever on the side of the engine. Next take a screw driver and turn the shaft as far clockwise as you can. Now holding the shaft in this position tighten the bolt in the govener lever. This should fix your problem unless you have something wrong with the oil slinger/govener internal unit.
