This Cub is new to me, so I am not sure if this is the way it should start or if the switch is bad. It does have the switch with five post.

The ingnition switch has three position OFF,ON and START which is spring loaded. I can turn it to START and the starter turns the engine over but it will not start. When I release the key to the ON position and if the engine has enough momentum, it will start.
Is this the way it should work or should there be power at the coil and starter when the key is in the START position?

There are several 5-wire L&G type switches available, but with different "guts". If the wrong switch has been used, problems such as you're having can occur.

Or you could just have a defective switch. Best to get a new one from a dealer, or someone who knows the correct one for your application.

there should be power to the coil when cranking. put a volt meter on battery to be sure voltage is staying above 9 volts when cranking as the coil needs at least 9 volts to fire. if its dropping to low when cranking you may need a new battery,if voltage is good ,check to see if coil is getting voltage when cranking.., lucas
