BS Starting Problem

I have recently installed a two year old B&G 20 hp. Intek 400000 series engine in my Craftsman tractor. On ocassion, the engine turns over and starts on the first try. However, most often it takes 3,4 5 and more keys turns to start the engine. Acts much like a an auto does on start attempt with a low battery. Have considered a new battery yet there is 13.5+ - volts across the terminals. This condition exits both on cold start as well as restart. The engine has signs of having had an external regulator bolted to the left side air guide cover. The regulator was missing upon reciept and had not given much thought to not having it as the engine would run without it. The old engine, same size different model, did not have provisions for the external regulator. Is there some help out there short of transporting the entire unit to an engine tech??

Check your valve clearance. If set to wide this can cancel out the decompression release.
