12hp briggs will not start

my 12 hp briggs will not start. The engine has spark (Weak). Gas gets to carb ok. The engine turns over great. when I try to start I put trottle at half and choke full. Engine turns over and spews gas from carb. I have also tried with no choke half trottle, and choke no trottle, no choke no thottle.
there are two ajustale screws on the carb.could this be my problem. if so where should the upper and lower screw be ajusted to.I do not where to begin. your help is appreciated.

When you get the ignition fixed and have a strong, blue spark, I bet it'll start right up. My 18HP tractor acted the same way, and was cured with a new magneto. Starts very, very easily now.

It could be dirt and water in the carb. I see it everyday, don't know where it all comes from.

set the adj screws , top at about 1.1/4 turns out bottom at 1 1/2 turns out this should get it running once you get a stronger spark. You should have a strong blue spark. does this have a magntron mag in it? If so clean rust from surfaces of mag and flywheel if not get a new condencer and clean and gap points to .020 coil to flywheel gap is .010 Try this other wise you may need a new mag LOL 2cents

Whats the compression? You need at least 60 on the gauge for it to run.
