A Tale of two Carbs

Been working on an 18.5 Briggs two cylinder.I have two carbs, the one that came on it and one that came from a running engine.Neither had been run for at least a year,maybe longer. I have rebuilt both carbs,both are good and clean, and have been blown out with compressed air.Carb #1 will idle and rev up fine,but at idle, runs rough,like a skip.Pull one wire at a time and it continues to run on one cylinder,turn the adjustment in, no difference until it is almost all the way closed then it idles good,but wont rev up and if left there for a minute or so it dies.Carb #2 idles somewhat better,but still not smooth and you cna accually see black smoke it floods that bad, and will not rev up at all without cutting off unless you play with the choke,then it will rev up,but run poorly.Please,any advice out there on what I can do next

On carb #1 the float or needle valve maybe closing to far at idle, you may need to adjust your float a little. If the carb is surely clean, also make sure your fuel pump is working properly.
