After getting out the measuring tape I"m puzzled to find a 20 inch tire is really 18, a 18 is really 16.5..... This is puzzle-ing. Is this industry wide or what. I have tractor lug 18x8.5-8 tires on my Toro 117 groundsmaster. I think they are Armstrong or another well known brand. I run them low on pressure so the ride isn"t horrible and bumpy.

Actual tire size will vary depending on manufacturer & tire type. Other things can affect them when mounted such as rim width & air pressure. Two tires of same size from different manufacturer or even same manufacturer but different design will rarely be exact same dimentions. This is why it is important to change tires in pairs on mowers to get a good cut.

Tire sizing varies somewhat by type of tire.Your
18x8.5-8s,Should be 18 inches diameter(outside),with a 8.5 inch width and fit an 8 inch rim.Pretty basic...but things get odd when you get into auto tires with P-metric sizing, like a P205/75/R/16,in which the tire would be 205mm treadwidth,75% height/width ratio,R-Radial,and fits 16 INCH rim. Each type of tire Car/Truck/L&G/ATV/Ag/Hvy Equip etc has it's own set of carcass construction, set of profiles,sizing/ratings for load/speed/traction etc which can even be confusing to tire dealers when it comes to crossovers, like ATV tires for a golf cart or Mower, high speed vs low speed, ply ratings, construction, suitability for the task.Several of the Tire websites have sizing charts and info online.
