12.5 briggs carb problem

Hello
bought a used 12.5 horse briggs to replace the worn out tecumseh in my old mtd mower. Motor is good but it floods out at idle unless idle speed is set up high,also floods when you shut it off. Went to get a carb kit and was told by local briggs dealer that this was a problem on this engine from the factory,and all I can do is install a shut off valve in the fuel line and learn to live with it. This sucks!!! Is there a way to modify the carb? or is there another carb that will replace this piece of junk? Any ideas will be greatly appreciated. The engine # is 286707 402601 93030848

You can buy a new needle and seat and replace it and that should solve your problem. Get part number 690577 seat and 231855 needle valve. If you replace these two parts it shold solve your problem.

Some of these can be a challenge for this probmem. Does it leak with the engine off?
Where does it leak, out the bowl gasket?

Should be able to get a kit or a new carborator,I replaced carb on 1 this past spring was $125.
