16 HP Kohler singel cylinder engine cranking

I have a friend who owns an older Cub Cadet that has a 16 HP single cylinder Kohler engine on it and it has become hard to start. The engine seems to have too much compression. I think that some Kohlers have a decompressor built into the cam shaft that partially holds one of the valves open slightly at cranking speed to relieve some of the compression so that the starter can turn it over.

This engine is at least 25 years old. Am I correct in thinking that the problem probably is with the decompressor on the cam???

What is the condition of the battery and cables?
Dip the battery cells with a hydrometer and see what the battery electrolyte measures. Should be around 1250 or better and all cells should be close to one another with the readings. Any battery cables frayed replace them. Hal

Check exhaust valve clearance. Be sure the piston is slightly after top dead center at the end of the compression stroke/beginning of the power stroke. I have seen this may time when someone sets the valve clearance and the decompression release still has the exhaust valve lifter bumped-up which will defeat the decompression release.
