The surging and ideling problems with my 18.5 Briggs is driving me crazy! Have tried a carb kit and it even got worse. Replaced manifold gaskets without any help. Could it be in governor mechanizem? Help!!

Your problems are likely due to the poor quality of gasoline nowadays. The insides of carburetors varnish up like mad from the stuff. I had the same problem on my B&S engine last week, and only got it running properly after I had disassembled the carburetor, including the removal and cleaning of the main jet tube. It's the one found under the needle valve. Remove the float/needle valve, then use a screwdriver to unscrew the tube the needle valve seats into. The tube is maybe about 3 inches long or so. If you hold the tube up to light and attempt to look through it, you will find what appears to be a very tiny opening in it. This is what is likely restricting the fuel flow and causing the surging. Find a wire just barely small enough to fit inside of the tube. Run it through a few times back and forth. Then using some spray carburetor cleaner (with the small red tube to concentrate it into a stream), give it a few blasts to blow out any debris loosend by the wire ream job. If you look again, you may notice the opening is slightly larger. Now, reassemble the main jet tube and needle valve/float apparatus. Next do the same cleaning procedure on the idle jet. It may not need the cleaning, but go ahead anyway. Once you've cleaned the main jet, however, you should be up and running properly again. Just putting in a new kit won't fix the problem by itself. That main jet is very likely the culprit.

on the rod that goes from the throttle to the governor, there should be a spring. it hooks in the same holes the throttle rod does. it takes up the slack, and prevents the governor "hunting".
