14 HP briggs

I have a 14 HP OHV vertical shaft briggs. the engine will not run smooth until put under load.

I have checked the following---
Flywheel key
air cleaner
changed plug
valve clearence
replaced fuel filter and line
cleaned carb
None of the above seem to have an effect on the running of the engine. The RPMs will go p and down. Sounds as if someone were tuning key on and off again and again. Any idea on what to check next? Gov.? If so how do I test/adjust. If gov. was gone RPM would race up, correct?

If the engine speed is going up and down, you did not get the high speed jet of the carb clean. That is the ONLY thing that will cause it to surge. There is NOTHING in the governor that will cause the problem you are having. It is carburation/fuel problem.

from your control body to your carb there should be 2 peices of linkage,the one that goes to the govenor should have a fine long spring around it.if this spring is broken or unhooked it will do what your talking about.also some times if this spring is on backwards it will do it aalso.
