BLADES ON CRAFTSMAN RIDING MOWER...HELP

I have a 15 horse 42 inch cut craftsman mower.I look under the mower and roll the blades around until the ends meet,I notice that one blade is lower than the other.about 5/16ths of an inch.It doesnt cut real even.I recently changed the shaft,but it was the same thing.My question is...Are both blades supposed to be even?I may have to shim one side up.I have brand new blades on it.

I have added flat washers between the spindle housing and deck to level the blades, Much easier that trying to straighten the deck pan.

sounds like the deck shell is bent,remove the spindles and you should be able to see where.use a flat piece of metal and a hammer to beat it flat again where the spindles sit.
