Cub Cadet 128 Front PTO Question

My Cub Cadet 128 (Kohler K301A engine) has a manually engaged front (pulley) PTO. I've rebuilt the tiller I'm powering with the unit, but now can't seem to get the PTO to turn - if I move the PTO engage lever forward, the tractor lugs down and the pulley doesn't spin. I'm guessing the clutch is stuck? How do you get the pulley and clutch apart? There is a small threaded screw with a nut on it sticking out of the unit that attaches it to the engage / disengage linkage, but that threaded screw spins freely. How do I get that little nut off to dis-assemble the unit? My manual only has a parts explosion of the electrically engaged unit. I appreciate any help or diagrams anyone might have for me.

If the engine will run with the PTO disengaged the clutch is not stuck. When you are engaging the clutch and the engine is pulling down you have something in your drive system or the tiller that is binding. Try turning the drive by hand, without the engine running. With the tiller out of the ground you should be able to turn it.

Right now there is nothing connected to the front pulley, I haven't even put the drive belt on yet. With the engine running, the front pulley does not spin. When I push the engage lever forward, the linkeage pulls an assembly away from the pulley (toward the front of the tractor), and that is when the engine starts to lug down. There are four "fingers" on that assembly that look like they should disengage completely from the pulley assembly, but the don't quite clear - possibly an issue with that? Its been about 15 years since that PTO was used, so I was just guessing at a culprit. Check you're e-mail, I'll shoot you a picture.

Those clutchs when disengaged turn a self-alinging bearing. If this bearing locked-up you could not disengage the clutch. Look for some kind of interferance between the pulley, the frame and or the engine block if you do not have a belt on this pulley which is pulling the engine down when engaging.

Turns out it was just a badly stuck brake. I got a parts explosion from someone yesterday and realized the brake was all that was wrong. A little agressive prying and it popped loose and now I'm in business. Thanks for the input.
