Has anyone ever had the problem where the choke plate gets stuck shut and you have to take off the air cleaner to free it up with quite a bit of effort? What would make it stick so bad? Its fine for awhile and then sticks shut. The linkage is positive to close the choke plate and when the linkage is pulled to the run position it relies on the engine vacuum and a spring to keep it open. As I mentioned it doesn't do it all the time but when it does it takes alot of force to free it. Would appreciate any feed back. Thanks.

If it's the same as the command 18...

There are two places to look. First, the choke is called a "Self Relieving" choke. There is a coil inside the plastic cap on the side of the carb that is supposed to relieve the choke when it warms up.

Secondly, there is what I call the "Throttle/Choke Stack" (for lack of a better name). This is that diabolical stack of plates, levers, wheels, springs, rods and whatever else they could shove in there that mounts on the front of the engine and actually controls the throttle/choke. You'll notice the throttle/choke levers don't actually go directly to the carb. They run through this Mechanical Mess, then rods from this area go to the carb.

Check it for binding, etc... Or maybe a rod hooked up wrong.

My bet would be it's at the choke itself, though. Possibly the rod binding.

Does it do it only if you use a lot of choke, or even if you use just a little?

If it only happens at full choke the plate itself might be binding in the throttle bore.

Some choke shafts are plastic. If yours is plastic it may be warped and needs replacing.
