414-8 Wheel Horse Hard to Start

My brother just bought this tractor not running. It has the Magnum Kohler 14 hp engine. We removed and rinsed the gas tank, replaced the whole fuel line, installed a typical lawn tractor gas filter. Then we verified fuel pump was pumping (pressure/flow?) Next verified spark and installed new spark plug. Spark was hot and healthy. Tried to start it and it would not. Checked the plug and it was bone dry. We removed the carb, cleaned it out with carb cleaner and plastic straw. Reinstalled it and finally got it started. It runs good, burns no oil, but seems to be running rich (dark exhaust). The problem is that it is very hard to start. We are afraid of burning out the starter turning it over so much. I always needs the choke. It also backfires when turning it over to try to start. Could it be still starving for gas? Carb still clogged? Float adjustment? I think the carb is a Walbro. Anyone have any experience or suggestions? Thanks in advance.

check the compression, maybe the valves are not closing completely?

We owned a 414-8 speed garden tractor, but we have lost the key to it. I was wondering how we would go about getting another key for it.
Would be grateful to any help you could give me

The key can be bought at any place that has tractor keys. It is a very common/universal key.

My tractor has the same problem starting. The throttle shaft is warn, and letting too much air by on the carb causing it to dry out. I have found a carb...the part number is 4785329. I hope this helps!
