I think it's the rings.

Hone the cylinder and put in new rings. That might fix it.

I can offer two other thoughts as to cause of your problem,if you are using mower for commercial work(yard mowing service) or have large acreage you are mowing & eng has high running hrs, rings may be worn or you have a broken ring, either one will allow blow-by and put compression into crankcase, with pressure in crankcase raising oil level & hitting bump may be just enough to put it over the line & pump oil out breather.

Already Cleaned Valve, Guess I'll Replace It, looked like it was working, this is the 4th year for this mower and this just started, i changed oil again & Measured it out in a container for the correct ounces, even put on another new filter. when you start it it's ok but as soon as you start mowing & hit a bump it puts enough oil into air filter to soak filter and choke engine & it really smokes going into carb. those briggs air filters are $15 each & their junk after soaking in oil. If you are mowing on more that a 12-15% grade with carb & breather tube on low side of angle(closest to ground)this is normal at above angle or greater, oil inside eng is running into breather valve at this angle,if happening on level ground, remove breather valve & check that disk in same is not broken or sticking & need a cleaning.
