The blades on my Cub seem to slow down as if the deck belt is slipping. I replaced the tension spring and tightened it, but this only makes it worse. Upon further inspection, the belt does not appear to be slipping, but rather the clutch isn't turning at the same rate as the shaft. Is it supposed to? Where could the problem be and how does one go about repairing it?

Thanks for the advice, guys. I pulled the clutch off and the bearing appears to be in good shape. I had the cub mechanic look at the clutch and he thought it looked like it was in good shape as well. If the shaft is turning and the clutch looks like it should operate as it should, I"m thinking it must be in the clutch springs somewhere. What exactly happens when the clutch is engaged to turn the blades?

Achilles//Before tearing into clutch dose it have free travel between arm in front of clutch and clutch button?If not adjust linkage.

Yes, the clutch should be turning the same speed as the engine, when engaged. It is probably slipping due to lining wear or weak springs. Rebuild kits are available from any Cub dealer or several online sources. not a fun job, but doable. Getting the clutch off the shaft is the first obstacle. If you are going to work on it, put some good penetrating oil on the set screws today! Let it soak as long as possible, and add a few drops every day while waiting for parts.
