I have a shop manuel but no trouble shooting guide. What can cause a run rich problem? Float set wrong, worn needle valve? I talked to the local B&S shop, they said the carb was worn out, but I don't buy that answer. Any other suggestions?

If that carburetor has a main jet adjusting screw near the bottom of the carburetor, it may need to be closed some. This will lean the fuel mixture. Hal

the needle valve with spring can be screwed in all the way and does not affect the rich running.

Sounds like the old float/needle cutoff situation. With old gas, time, additives etc they stick open or closed. Jetting yes also. Say for instance somebody had an intake leak and it seemed non-correctable. Another larger orifice jet was introduced which balanced the mixture at higher speed. If you or wear corrected the origional problem then the oversized is incorrect and can run rich.
