Drive belt?

Perhaps. I have what i believe to be a wheelhorse, paints to worn to find out which model. The clutch will not stop the machine unless you are in third gear (highest) it is a belt driven machine. Any idea what could be wrong with it? Or how to fix it?

I agree with JoeK,probably is a drive belt problem,one other thing you could check,make sure return spring for clutch isn't broken or off clutch pedal rod,if you mean paint on tractor hood & frame worn & no decals on same to id model,look from ground up at dash support,wh usually put a stamped id tag at top of dash support(on side facing you when sitting on tractor) & overhang from dash usually hid so you couldn't see while walking around tractor.

Could be as simple as a misadjusted/missing/bent belt guide,bad pulley or wrong belt.Have even seen cases where ancient old belt was just too stiff or limp to declutch properly.
If guides are adjustable.they should be set to allow belt to form a"loop" around pulley without friction when clutched,and not touch belt when running.Wrong belt by as little as less than an inch or proper length but wrong width can do it too.Some machines are very fussy about"proper"(Mfgs brand)belts,others are not.Been very happy lately with Gates "Bladerunner"belts which exactly match OEMs sometimes "odd" specs.
