IH Super C 7' sickle mower adjustment

I have an International Super C with the fast hitch, and the factory 7' sickle bar mower. I am having trouble with the mower not cutting very well, and attribute it to the spacing of the sickle sections off the bottom bar. I don't see a way to tighten up the gap between the hold down devices and the sickle sections, except for removing the spacers under the hold downs, or bending them down tighter against sickle sections. Is there something I am missing to tighten up this gap?

You should be able to bend them. I prefer to take them off the mower and put them in a vise to make the adjustment. A few whacks with a decent size hammer will usually do it, but have a couple of spares on hand just in case it breaks. Also clean out under the knife to be sure there isn't any debris holding it up.

Your on the right track I have the manuals for a 25V ,and a 27V. It shows that you have to tap the hold downs(not correct term)closer against the tops of the sections so that a index card will barly slip in between them. check belt tension too. hope this helps.
