Has anyone had experience with this planter? Can this implement be fitted with plowshares from new parts sources like TSC, Central Tractor, and others? I would like to put in several rows of blackeye peas and corn.

Do yourself a favor and don't try to fix up this thing. It has seen better times. Auctions (especially consignment) are always carrying old planters that are obsolete for row crop operations, but will work just fine for your purposes. Look for old four row Deere or IH planters. They can easily be configured to your uses.

What do you want to add? Plowshares are used on plows, not planters.

These units were used a lot for soybean 'drills' around here, 11 or 13 of them on a 3-point bar, set up in 15 or 19" rows. (Half of a regular 30 or 38" row width.) So, it shouldn't be too hard to find parts for it - maybe Shoup or so. Looks like you will need some, it's pretty beat up!

Planters don't use plowshares. Some use disk openers, some use runners. Central Tractor does sell runners for some IHC, Ford and Deere planters. This particular machine is made up of two unit planters that are mounted to a toolbar. This allows adjustment to any row spacing, as well as addition or removal of units as needed. I can't see clearly underneath, but it looks like it uses double disk openers with a center scraper. The disks are most likely available aftermarket, don't know about the scraper. However, parts should be available from CaseIH (or Case New Holland, the current name) and I've found that these type of parts from dealers aren't that much more costly than the aftermarket parts. The planter in the picture looks in rough shape. It will need new closing wheel tires, as well as openers. The tires, I believe, can be purchased from a variety of aftermarket sources.
