Finish mower blade removal tune-up

recently purchased a woods 6' finish mower about 1980 or 1981... model 306d.
had been sitting for a while before i bought it, but it worked ok on a demo when i bought it.

1. the blades are rusty and no doubt need sharpened. are the bolts reverse threaded? (before i do something stupid and strip them) also torque amount?
2. belt needs replaced. anything to watch out for?
3. any other recommended items?

I HAVE A 6' BELLY MOWER, MODEL 306L IT THINK. I ALSO BOUGHT IT USED. IT HAS LEFT HANDED THREADS. I WENT TO A LOCAL WOODS DEALER AND HE TOLD ME ABOUT THE THREADS, I WOULD TRY THAT BEFORE WORKING ON THE MOWER.
