1993 Hesston Model 565T Round Bailer

I have a 1993 Hesston model 565T round bailer that when tying a bale the tie arm goes out from the home position at what seems to be the correct speed. Then when it returns to the home position it moves to fast for the first half of the travel and therfore doesn't get enough twine on that end of the bale. When it finally slows down it seems to build up excess pressure in the hydraulic system as the tractor starts to lbor and you can here it start to squeel as if the cylinder has dead ended. There are two orifices in the lines conected to the cylider, one numbered 821 and the other 829. I have tried swithcing these around thinking maybe they had been put in wrong at some point but it didn't seem to help. Also the orifices in the book are sized in thousands of inches and don't seem to correspond to the numbers on my orifices.

If anyone has had a similar problem and managed to figure it out any help wound be much appreciated. Thank you.
