4 ft ford brush cutter

I was given a ford brush cutter, 4ft. It works great and has a real heavy duty gear box. Problem, there's a large hole rusted through part of the deck, (about twelve inches in diameter.) The rest of it seems fine. Can I justy weld a piece of plate over the hole? What is the best fix?

If it was me I'd cut the rust hole out far enough so your into good metal and then weld in a replacement panel and grind down the welds and paint it so it don't rust, if you just put a patch over the top brush will hang up in the hole and cause more problems, you could patch it on the underside and and get by as well.
